Abstract

On January 29, 2008, the Ministry of Education issued the ?2008 Regulations on University Enrollment?. The Regulations improved the enrollment system, which was the starting point for this year?s reform of the college entrance examination system. By comparing the Regulations from 2007 and 2008, we can see that the 2008 Regulations have undergone 11 obvious changes with regard to governmental responsibility, student rights, examination confidentiality, and openness and transparency in the examination process. Anhui Province utilized public forums to reform the college entrance examination. The public forum held in Anhui Province met the requirement of more openness in administrative affairs. It signified that the model of the Executive Organ of Education had become more open and democratic, and provided a good example for the other provinces of China. In February 2008, the Ministry of Education announced that the college entrance examination would include parallel application procedures in enrollment.
