Abstract

In 2010, with the establishment of Outline of China's National Plan for Medium and Long-term Education Reform and Development 2010-2020 (National Education Plan), China set its goal to boost educational development in a scientific way, and to form a nation rich in human resources. The Plan proposes the principles of prioritizing education, emphasizing the cultivation of talents, pursuing reform and innovation, promoting educational equity and enhancing education quality. Provincial governments play an important role in coordinating and guiding through the construction of good environment for the development of education within the province. The core of scientific development of education is the change of the governance model, namely the transformation of the government, which poses a major challenge to central and local governments. In order to push through educational reform, an incentive mechanism needs to be acknowledged and established, educational models upgraded and concrete reform at the institutional level put forward.
