6. Promote the Balanced Development of Intra-regional Compulsory Education

Abstract

Promoting the balanced development of compulsory education is a major decision made and main task listed out in the Outline of China's National Plan for Medium and Long-term Education Reform and Development . The memorandum of the Balanced Development of Compulsory Education clearly defines the responsibilities and tasks of the Ministry of Education and the government of each province, autonomous region, and municipality, and draws a blueprint for basically balanced development among different regions. In order to achieve the balanced development of education in rural and urban areas, the provincial government should take a further step in overall planning to strengthen the fiscal payment transfer system of education within the province, so that differentiated financial support could be offered to various education development programs, such as the teacher training programs and the school standardization construction programs, in light of the economic development level of different regions.
