Abstract

The article studies the development and major issues of energy cooperation between Russia and Azerbaijan in the 1990s and 2000s. The author analyses mutual interests that necessitated rapprochement and constructive interaction between Russia and Azerbaijan in the energy sector, trying to identify factors that led to the Russian Federation becoming one of the main investor states in the Azerbaijani energy sector. Particular attention is paid to Russia’s participation in the “Treaty of the Century”, the analysis of common interests on the northern route and the disagreements between the two states in that area. The author also focuses on the Russian attitude towards the implementation of the Baku-Tbilisi-Ceyhan pipeline project, providing for the export of Azerbaijani oil to the West, and on the Southern Gas Corridor, providing for the transportation of Azerbaijani gas to Europe. The author concludes that with regards to regional energy projects there is rather high probability of conflict of interests between the two countries and the history of energy cooperation between Russia and the Republic of Azerbaijan shows that on several occasions the countries were on the verge of such conflict. However, it was mitigated because the longterm economic interest of Russia and Azerbaijan in each other turned out to be more important than the potential benefits of regional energy projects.
