Abstract
In recent years, there have been many studies analyzing on Hallyu as a ‘phenomenon’ but only few studies has viewed Hallyu on a ‘policy level’. This article goes on to discuss what is the proper future direction in terms of government ODA project using K-Pop by analyzing the experiences of participants and presenting the meaning of mutual exchange. The participants of the Project consisted of 10 pop artists and 3 pop-industrial executives from Vietnam and Thailand, and the study analyzed their statements through in-depth interview before and after their participation.
 The Project which made them to have long journey to Korea is The Hallyu: Grow Together Project, inviting artists abroad and providing K-pop training opportunity and ultimately, pursue to interactive exchanges with the targeted country using K-pop.
 The result of analysis suggests major motive of participants was an admiration of K-Pop and a high expectation for K-Pop instructors. The participants satisfied with manualized training schedule and effective program, mostly experiencing increasing affection to Korea. Meanwhile, they also suggested the need of deeper understanding about their own culture throughout the Project as well as longer period of time to stay in Korea.
 Consequently, this study is expected to offer implications in a practical and academic manner, supporting to come up with advanced policy mechanism among Hallyu Project using K-Pop on a governmental level.
