Abstract
The article assesses the impact of COVID-19 on the work of credit institutions with problem debts. The state's assistance (for example, a moratorium on bankruptcy) and its results are analyzed. A number of measures used by different countries to regulate the problem debts of companies and support business by the state and banks are presented; the possibilities of their application in Russia are evaluated. Recommendations are given on the development of the debtor's business development tools by credit organizations, including with the support of the state and third-party organizations, and the legislative introduction of the anti-crisis management mechanism on the example of the work of arbitration managers.
