: (Cluster Approach to the Development of the Food Market in the Region: Theoretical and Applied Aspects)

Russian Abstract: Актуальность. Эффективное развитие продовольственного рынка с учетом интересов его участников предопределяет поиск новых подходов их взаимодействия. Предмет. Кластерный подход как технология управления развития продовольственного рынка региона является предметом данного исследования. Цель. Целью работы является обоснование возможности применения кластерного подхода к развитию продовольственного рынка, как организационно-экономического механизма, позволяющего компенсировать отмеченные в данной работе проблемы. Методология. Для обоснования применения кластерного подхода к развитию продовольственного рынка региона авторами построена и апробирована его оптимизационная экономико-математическая модель в форме многопараметрической задачи линейного программирования, позволяющая определять оптимальные значения инвестиционных, производственных и финансовых параметров функционирования продовольственного рынка региона по критерию чистой приведенной стоимости. Результаты. Выявлено, что создание агропродовольственного кластера в регионе даст возможность уменьшить издержки в схеме «производство – переработка – потребитель», что приведет к росту совокупной выручки в 2,25 раза, а также позволит увеличить ассортимент продукции и усилить конкурентные позиции сельского хозяйства. Как следствие, улучшится обеспечение населения продовольствием, существенно упрочится экономика сельского хозяйства региона, а применение специального налогового режима (ЕСХН) позволит снизить налоговое бремя, упростить налоговый учет и отчетность для сельских товаропроизводителей, высвободить часть средств и направить их на развитие агропродовольственного кластера. Выводы. Моделирование продовольственного рынка региона с использованием кластерного подхода и представленной математической модели также позволяет осуществлять поддержку принятия решений с учетом требований, предъявляемым к продовольственному обеспечению населения региона в количественном и качественном аспектах.English Abstract: Relevance: Effective development of the food market respecting the interests of its members determines the search for new approaches their interaction.Subject.:Cluster approach as the technology of management of the regional food market’s development is the subject of this study. Goal: The aim of this work is the grounding of the possibility of using the cluster approach to the development of the food market, as the organizational-economic mechanism to compensate the problems which are marked in this paper. Methodology: Authors have built and tested optimization economic and mathematical model in the form of multi-parameter linear programming problem to justify the using of the cluster approach to the regional food market’s development, which allows to determine the optimal values of investment, operational and financial parameters of operation of the food market in the region on the criterion of the net present value. Results: It is revealed that the creation of agri-food cluster in the region will make it possible to reduce the costs of the scheme production - processing - consumer that will lead to an increase in total revenue of 2.25 times, will increase the product range and strengthen the competitive position of agriculture. As a consequence, the food supply of the population and economics of agriculture of the region will improve, and the use of a special tax regime (UAT) will reduce the tax burden and simplify tax accounting and reporting for rural producers. It also will release part of the funds and send them to the development of the agri-food cluster. Conclusions: Simulation of the food market in the region with the using of the cluster approach and mathematical model also allows to support decision-making with regard to the requirements imposed on the food supply of the population in the region in the quantitative and qualitative aspects.
