Abstract

Introduction: in the context of growing geopolitical tensions, increasing external threats and restrictions, there is a need to search for new tools to ensure national security, economic stability, and technological sovereignty of the Russian Federation, including through federal and regional industrial policy. At the same time, industrial policy should correlate with the general strategic goals of socio-economic development and influence the provision of intra-regional spatial balance. Aims: to propose a methodological approach to industrial policy that strikes a balance between the region’s long-term economic competitiveness and balanced spatial development. Methods: general scientific methods, formal logical and comparative legal analysis, statistical method, methods of grouping, expert evaluation, coefficient analysis. Results: the authors proposed a methodological approach to the formation of the industrial policy in the region. The approach is based on balancing the goals and objectives of region’s increasing competitiveness and the priorities of balanced spatial development. The approach considers the economic and social interests of the territory’s main stakeholders, including state authorities and local governments. The authors have developed a methodology for assessing the spatial and industrial policy of the region, based on the analysis of inter-territorial and inter-sectoral balance and spatial-structural and structural-sectoral shifts in the industry of the region. The methodology was partly tested for 54 municipal districts and 8 urban districts of the Republic of Bashkortostan, and the results showed a significant spatial and structural imbalance in the industrial development of the region and an increase in the imbalance in retrospect. Conclusions: when developing regional strategic planning documents, authorities should take into account a combination of two directions of industrial policy: ensuring competitiveness and spatial balance.
