Abstract

The purpose of this study is to empirically analyze the conceptual expansion plan of integrity based on the understanding of the concept of integrity of local public enterprises. Specifically, we will examine the integrity of local public enterprises and how they are studied, and conceptually expand it to present the integrity of local public enterprises in terms of resident participation. Major studies of local public enterprises focus on organizational performance, but discussions on local public enterprises are needed from the perspective of residents in that local public enterprises ultimately provide services to improve the quality of life of local residents. For the analysis, data from Evaluation Institute of Regional Public Corporation's perception of residents' participation plan were used. As a result of the analysis, looking at the aspect of resident participation, it was found that having a positive motivation for participation had a significant effect on raising the awareness of employees of local public corporations. On the other hand, it was found that the motivation to participate in pursuit of negative purposes or personal interests had a negative (-) effect on employees' awareness. However, regardless of the intention of the motivation to participate, there was no statistical significance in the means of check and monitoring. In the end, it can be seen that the participation of residents is necessary to improve the internal organizational culture of employees. It was found that the level of participation consciousness had a positive effect on integrity when actively recognizing the necessity. On the other hand, it was understood that the check and monitoring system could be secured through participation in the case of recognition of time waste and formation of bonds with the region. In the case of organizational management and information provision, which are the existing major factors, the leader's management capabilities and information provision from an objective point of view were significant in securing checks and monitoring means. However, if local public enterprises recognize that they provide only information showing the positive position of the institution, negative results were found in securing check and monitoring.
