Abstract

In the article on the basis of analysis of domestic publications in foreign countries a number of problem issues of personnel management of specialists of new specialties are singled out. It has been determined that at the present time, both in the Armed Forces of Ukraine and NATO member countries, there has been a system of personnel management, but the development of robotized systems of armed struggle, the transfer of the struggle into information and cyber space requires the acquisition of military units (units) by specialists of new specialties. As a rule, these servicemen are well-educated specialists, whose knowledge is quite attractive to civilian structures. Consequently, there is an urgent scientific task of improving the appropriate personnel management system in order to implement procedures for selection, training, recruitment, adaptation and career management of servicemen of new specialties, which should ensure the effectiveness of the implementation of personnel strategies for servicemen. Although higher military educational institutions are trained by the relevant specialists, military units do not have a clear understanding of the personnel management system for these specialists. In the context of building a lawful state, the occupation of a serviceman must first be competitive in the labor market and be ensured by the construction of an adequate system of personnel management. Highly-intelligent specialists in new specialties capable of mastering cyberspace should develop freely, have time for self-development and self-actualization, and relations with the armed forces should be based on parity, with traditional army motivational procedures likely to go away to a much lower level. The conclusions of the article are based on the analysis of the work of domestic scientists, specialists in personnel management in the Russian Federation, as well as periodicals of military educational institutions of the Armed Forces of the United States. The results of this study allowed to outline the main problems of synthesis of an effective system of personnel management for specialists of new specialties. The directions of further research are the development of a methodology for the formation of this system and recommendations to the personnel of the Armed Forces of Ukraine and the types of the Armed Forces.
