Abstract
현 단계 지방대학의 위기는 우리나라 고등교육 및 평생학습과 인적자원개발체계의 근본적인 재편을 요구하고 있다. 본고에서는 현 단계 지방대학 대위기를 극복하기 위해 국가균형발전과 국가인재분산이란 관점에서 논의한다. 이를 위해 우리나라 고등교육 및 평생학습체계의 근본적 재편을 통해 권역별로 인재 허브 네트워크 구축 방안을 모색하는 데 목적을 두고 있다.<BR> 먼저 우리나라 지방대학 위기의 현주소를 ‘지방’의 위기와 ‘대학’의 위기 측면에서 살펴 보았다. 다음으로 지방대학의 위기대응 현황과 위기 극복을 위해 동시 병행적으로 추진되어야 할 6개의 과제를 제시하였다. 마지막으로 앞에서의 논의를 전제로 부산·울산·경남 지역을 중심으로 다음과 같은 권역별 인재 허브 네트워크 구축 전략을 제시하였다. 4개의 핵심 허브는 ‘글로벌 인재육성 허브’, ‘지역산업특화 인재집적 허브’, ‘평생학습·직업훈련 인재 재교육 허브
