УДОСКОНАЛЕННЯ НАУКОВО-МЕТОДИЧНОГО АПАРАТУ ЩОДО ОБҐРУНТУВАННЯ ПОТРЕБИ ТА ЗАБЕЗПЕЧЕНОСТІ ПІДРОЗДІЛІВ МАЙНОМ КВАРТИРНО-ЕКСПЛУАТАЦІЙНОЇ СЛУЖБИ В ХОДІ ПІДГОТОВКИ ДО ВЕДЕННЯ БОЙОВИХ ДІЙ

Abstract

The housing maintenance system is one of the subsystems of the logistics support system and, like any military system, it is characterized by complex behaviour and high dynamism. Therefore, in order to solve the problems of management and maintenance during the preparation and conducting combat operations, it is necessary to have a modern scientific and methodological apparatus to support the decision-making for housing maintenance. One of the main tasks of the housing maintenance according to the order of the Ministry of Defence of Ukraine №448 dated 03.07.2013 is the implementation of the organization of housing maintenance in a special period; and one of the tasks of the housing maintenance service of a military unit is to compile calculations, applications, reports on all types of housing maintenance and to provide them to the supply authority. The conducted analysis of the completeness and sufficiency of the existing methods of calculations to maintain the decision on housing maintenance of troops made it possible to reveal the lack of a number of operational and logistic calculations, which led to further research on improvement and development of insufficient methods. The article substantiates the relevance of determination of the performance indicator that reflects the effectiveness of measures taken to provide units with housing maintenance of properties and the determination of the impact of specific characteristics on it. It is necessary to have a scientific and methodological apparatus that will make the correct and informed decision on housing maintenance of troops during the preparation for conducting combat operations in order for the authorities of the housing maintenance services were able to quickly, accurately and in fully organize the housing maintenance of troops. It is proposed to use the efficiency coefficient of measures taken to provide housing maintenance as a performance indicator that reflects the effectiveness of measures taken to provide units with housing maintenance of properties. The effectiveness of housing maintenance is influenced by a large number of various factors that must be taken into account when planning and organizing the work of housing maintenance. By means of the suggested expressions, it is possible to determine the effectiveness of the measures taken to provide housing maintenance of a military unit.
