Abstract
The appeal of a citizen to state bodies and local self-government bodies in order to protect their violated rights or make certain kinds of proposals to improve the activities of public authorities is guaranteed by the Constitution of the Russian Federation. The procedure for working with appeals is quite clearly regulated by a number of federal laws, as well as regulations of ministries and departments, and an algorithm for responding to oral, written and electronic appeals from citizens is provided. Purpose. The purpose of the paper is to find out criteria for the effectiveness of the functioning of the administrative mechanism for considering citizens' appeals on the protection of rights in the sphere of labor at the federal and regional levels. Methodology. With the use of system-structural and formal-legal methods, based on the analysis of statistical data, the activities of the competent authority to consider the appeals of employees and other persons on the protection of their labor rights and interests are studied. Results. The Federal Service for Labor and Employment is one of the key state bodies designed to protect the labor rights of citizens. For the period from 2012 to 2022, this service considered and answered 350,000 appeals related to violations of labor laws. In the Kemerovo region - Kuzbass, there is also a well-functioning system for handling appeals, which is based not only on federal, but also on regional legislation. Appeals of citizens of Kuzbass are recorded in a timely manner, work is carried out on them in the appropriate structure of the regional or local levels of government and a reasoned answer is given. In 2019-2022, about 5,000 complaints were considered in the region on the topic “Labor and Employment of the Population”. Conclusion. The right of citizens to appeal is inseparably connected with the duty of responding to it on the part of state bodies and local governments, while this chain of actions should be based on the basic principles of law: equality, humanism, legality, justice, etc.
