Abstract

This research paper analyzes the main ways and methods of reformation of the national and social policy during the post-soviet period. Early periods of the development of national and social policies in the settings of increased democratization and market economy are also evaluated. Residual influence of the socialist regime onto the democratic transformation of the new social policies is demonstrated as well. The nature of national statistics is criticized, since it inaccurately reflects the real state of affairs in social sphere. Special attention is devoted to social poverty. Classification of low-income segments of the population is provided and the causes of social poverty are analyzed as well. Also, indicators of passivity of low- income citizens are examined. Controversies in relationship between wealthy populations to the poor are examined as well. Institutional aspects of the national and social policy in Kyrgyzstan are analyzed. The role of so-called “social state model” played in the process of institutionalization of social policy is also examined. The main principles and the status of “social state” in the country are analyzed.
