Abstract
The article is devoted to the analysis of different conceptual approaches to the development of a new strategy of development of the Russian Federation in the conditions of complex geopolitical and economic situation. Among the most significant factors of braking by the author are: the involvement of the society in modernization processes, the absence of a national project of modernization of dialogue between the government and the scientific community in the development of the conceptual foundations of the state economic policy, the inconsistency in implementation.
