Abstract

The article examines the united territorial community as a subject of administrative and legal relations. It is determined that it is a structural unit of a complex transformation process – decentralization, the process of formation of which has covered most European countries. It was found that the process of formation of UTC lies directly in the plane of public administration, in particular – the administrative law of Ukraine. After all, OTG after its formation and legal consolidation becomes a full-fledged full-fledged subject of administrative and legal relations. At the same time, it is necessary to study the compliance of UTC, as a subject of administrative and legal relations, to the requirements that are essential for any subject of public administration for effective implementation in the further development of effective local governance. research. Decentralization is a complex process that goes beyond structural reforms, as it has an impact on all spheres of public life, as it brings the decision-making process closer to the public and thus enables implemented programs and services to better meet local needs. It is concluded that territorial communities are public, collective subjects of administrative law of Ukraine, which allows local residents to feel like an integral bearer of public power, which has no features of a legal entity, but is endowed with subjective rights and the ability to influence decisions public administration (local self-government bodies) of various problems and issues that arise in the field of local self-government of the relevant administrative-territorial unit and are of public interest to them.
