Abstract

This study aimed to unify examination criteria between test-based and process-based qualifications across 95 concurrent categories. Through a comparison of competency units, several key findings emerged: Test-based criteria generally included essential competencies of process-based qualifications, but with some differences. Practical exam criteria for test-based qualifications showed relatively high alignment with process-based essentials. Discrepancies varied by qualification grade, especially noticeable in technician levels. While sunset periods generally aligned, differences occurred in some categories. Policy recommendations are proposed based on these findings.
