Abstract

The work examines the regulatory and legal field of human capital management and defines the conceptual principles and methods of forming effective teams. As a result of the classification of methods and tools according to the stages of identification, development and retention of talents, their respective features, application advantages and disadvantages were determined. A number of universal provisions regarding the adaptation of personnel management tools in the conditions of martial law are proposed. Eight principles of leadership development program formation and talent management practices that contribute to the attraction, development and retention of key talents are substantiated. In order to take into account the development of cultural and value characteristics of employees, the existing methods of talent management were improved and we substantiate the essence and possibilities of applying new methods. Methods of taking into account the interaction of different generations of employees in teams have been developed and ways of forming organizational culture, values and ethics have been determined in order to attract and retain talents.
