Abstract

The article discusses the issues of choosing priorities in the development of single-industry towns. The conceptual framework and legal regulation are analyzed, the possibilities of using public-private partnership mechanisms in the development of single-industry towns in the regions of Russia are considered. It is shown that increasing the efficiency of PPP at the regional level, including in the development of single-industry towns, will solve a number of socio-economic problems. This is the development of social, transport, communal, and energy infrastructure. It is proved that among the main forms of investments, PPP is used in projects of reconstruction and modernization of water supply and sewerage systems, energy, transport.
 In the course of the study, the dynamics of the development of single-industry towns in three categories was analyzed, the results of state regulation of their functioning were presented. The main characteristics of single-industry towns are given and the assessment of the level of socio-economic development of single-industry towns of the Central Chernozem region is made, as well as the prospects for development based on public-private partnership are determined, a roadmap for the implementation of the main measures is developed.
 As conclusions, reasonable proposals have been made regarding the prospects of using PPP mechanisms for single-industry towns of the Central Asian Republic.
