Вопросы правового обеспечения национальной безопасности Российской Феде-рации: основные компоненты структуры.

Abstract

Introduction. The article is devoted to the study of problematic issues of ensuring Russia's national security, the challenges and threats to national security associated with the emergence of global and local armed conflicts, the creation of criminal structures in regions bordering Russia, the threat of technological and environmental disasters, terrorism, the spread of drugs, organized crime and etc. Methods . Certain issues of national security, which were actualized for Russia at the turn of the XX‑XXI centuries, are examined on three components of the life of society that determine the structure of legal support for national security: political, economic, and military. Particular attention is paid to the political component, which, according to the author, is aimed at making decisions and developing plans consistent with existing legislation and, at the same time, precisely taking into account the specific situation, strategy and tactics of the military-political art. Results. The national security of Russia and its military organization must be formed taking into account the new balance of forces on the world stage, geostrategic changes, rational costs and efficient use of the country's economic opportunities. Moreover, the existing legislative framework, as well as the norms and principles of international law relating to the national security of the Russian Federation, form a special subject of legal regulation ‑ public relations in the field of national security. Findings. It is concluded that Russia's interests, having a geopolitical, geostrategic and geoeconomic dimension, are achieved by pursuing a policy that is balanced and adequate to the external conditions and resources of the country, aimed at ensuring national security.
