Abstract

For the effective solution of the tasks facing regions of the Russian Federation in the field of education there is a formation of associations of regional higher education institutions. One of the main objectives of similar educational associations is assistance to creation of system of electronic education and to creation of conditions for preparation and formation of new generation of shots in the region, capable to realize sustainable dynamic development of economy. In general, the task at the set restrictions in resources is set for associations (material and non-material) educational institutions and restrictions in time (the planning period) to achieve goals with the minimum financial expenses. At the same time, it is obvious that merger of educational institutions on a regional sign objectively has a number of the features connected with heterogeneity of the directions of training of pupils and other indicators of efficiency of the higher education institutions having the reflection in data of monitoring of the Ministry of Education of the Russian Federation. It is obvious that already at the first stage of activity for each of the directions (vector) of activity it is required to define a set of higher education institutions - participants of the project. Complexity of selection is, in particular, that, as a rule, implementation of the project is connected at the same time with many aspects of activity of higher education institution. Thus, by some criteria it is necessary to create a certain initial great number of participants (higher education institutions). In work realization of cluster approach for formation of subgroups of participants of the project for effective achievement of the multivector purposes of the project is offered. The choice of concrete procedure of a clustering locates in research and for substantial interpretation of their results and an assessment of adequacy other procedures of a clustering are used. Results of research on the basis of two years' monitoring was allocation of couple of leading higher education institutions of the region. Besides, analogousness of results of various procedures of a clustering (treelike and on a method of averages) indicates their reliability.
