Abstract

The process of State development is interconnected with structural and functional changes in civil service. Therefore, issues of optimization and modernization of civil service do not lose their relevance. Issues of public service efficiency are on agenda of most countries of world. The civil service ever evolving and it is interrelated with historical culture of society. Knowing history of issue will help to see genesis and development of phenomenon under study. The article examines process of formation and transformation of civil service of Kazakhstan, starting from Independence and up to present day. The civil service has been studied on the basis of an institutional approach as certain organizational and regulatory system. A history-comparative analysis of formation of civil service and its gradual improvement is carried out. This process is highlighted in context of normative legal acts and strategic documents adopted over more than 30-year period of state's existence. A content analysis of these documents has been carried out. The formed structure and state of civil service of Kazakhstan at moment are presented. Of interest are changes made in recent years in field of public service. The study of development of civil service at present stage and in time dynamics constitute novelty of article. Since 2022, at initiative of President K.-Zh. K. Tokayev, political transformations have been underway in country with central idea of «a strong President – an influential Parliament – an accountable Government». The principle of «hearing state» has become main vector of development. Kazakhstan strives to raise level of well-being of its citizens to level of developed countries. Under circumstances, civil service occupies a significant place. The article outlines directions for its further improvement. The actions and measures taken to implement progressive changes in civil service of Kazakhstan have been identified.
