Abstract

The article reveals the organization of industrial parks, as an independent development business, which should be economically prosperous. For many projects parks small and medium business will be the target sector and can provide a complete filling of the site, which is quite possible, taking maximum account of the characteristics and needs of small manufacturing businesses. The article focuses on the organizational and economic relations arising from the integration of small and medium business in the structure of industrial parks. The purpose of this paper is to develop theoretical foundations and methodological tools in the field of realization of the mechanism of formation of industrial parks for small and medium businesses. The research was carried out using the methods of systematization, analysis. The scientific contribution of the research results is to develop theoretical foundations and methodological tools in the implementation of organizational-­economic mechanism of formation of industrial parks for small and medium businesses. Interest in the creation of industrial parks is actively stimulated by the authorities of all levels, rightly considering them as one of the effective instruments to promote new industrial enterprises and accelerate the re-industrialization of the territories. Budget investments in industrial infrastructure are carried out both through development institutions, and through state programs. At the same time industrial policy of the Russian Government pays scant attention to the development of the industrial enterprises of small and average business. Conclusions. Regional authorities new industrial parks is, first and foremost, the ability to create new jobs, increase the tax base, solving problems of complex development of territories. Production small and medium business in the face of industrial parks has a powerful infrastructure support to enable rapid deployment of production and the possibility of realizing entrepreneurial ideas. The scope of the results are industrial enterprises. The direction of research consists in possibility of use of the results by Executive authorities of subjects of the Russian Federation and representatives of state corporations and subjects of private business in the framework of existing targeted programs of industrial development of territories. Solution of these issues is possible through the establishment of industrial parks (PP), which are a special type of contractual inter-firm production networks of small and medium economic entities (residents PP) located on the specially created and managed an industrial area with a single engineering infrastructure, and technology-related large enterprise (integration PP), engaged in the development and production of the final product [1].
