Abstract

It is known that the structure of AIC comprises several spheres – production of agricultural capital goods; production of agricultural products as such; storage and processing of agricultural products. Possibilities of transforming the AIC of Russia are analyzed with reference to the experience of countries joined regional economic unions (CIS, SCO, BRICS and the likes). In the agrarian countries joined these unions cooperation and integration are observed in terms of production and mutually profitable supply of equipments, appliances and agricultural products. In the RF there is a situation when about 50% of total agricultural products are produced by small business patterns (that is, personal subsidiary plots, peasant farms and small agricultural organizations). Neither processing plants, nor distributing facilities deal with them resulting thereby in their leaving the market. In particular, to provide the population with potatoes through small business patterns, it is invited to create highly effective Scandinavian agricultural production and trade cooperatives instead of procuring. They should develop own seed production, commodity production, storage, processing, packing and sale of potatoes. On the remained 7–10% potato and vegetable areas of Russia occupied with averages and large agricultural organization it is expedient to create the agro-industrial enterprises (and associations of holding type. It is offered to use the Chinese model of economic transformations, but with reference to the Russian specifics, that is, to provide developing at the same time the spheres of AIC, especially its main highly profitable and export-oriented subcomplexes with participation of designers and specialists of defence industry sector.
