Abstract

Методом факторного анализа выявлены значимые факторы, характеризующие взаимосвязь кадровых характеристик пожарно-спасательных подразделений ФПС ГПС МЧС России и некоторых региональных характеристик субъектов Российской Федерации. Описана структура этих факторов. Выделены группы субъектов с высоким, средним и низким уровнем валового регионального продукта, являющегося одним из значимых показателей, влияющих на кадровые характеристики личного состава ФПС. Проведенный анализ показал, что в субъектах Российской Федерации, в которых отмечается высокий уровень валового регионального продукта, больше некомплект личного состава ФПС и выше текучесть кадров. There has been analyzed the personnel characteristics of the fire and rescue units of the FPS GPS, their relationship with the regional characteristics of the subjects of the Russian Federation, in particular with the specific gross regional product. A set of statistical data has been created to determine, for each subject, the average age and length of service of personnel, staff turnover and shortages, the proportion of personnel with higher, secondary vocational and fire-technical education, and a number of other personnel characteristics. The size of the gross domestic product is determined on the basis of the population of the subject of the Russian Federation. The factor analysis was carried out using a matrix of synthetic indicators, which revealed six significant factors that together explain 71.8% of the total variance. Groups of subjects with high, medium and low levels of gross regional product are identified. For each group the average values of the indicators of personnel and regional characteristics are calculated and, using the 2 criterion, the indicators that depend most on the level of the gross regional product are determined. The analysis showed that in the subjects of the Russian Federation where the level of gross regional product is high, there is a greater shortage of FPS GPS personnel and staff turnover. These subjects also have a higher proportion of personnel who have undergone professional retraining and have a qualification class. Taking into account the dangerous and risky working conditions of the FPS GPS personnel, it is necessary to create and stimulate the improvement of the professional level of the firefighters, who should meet today's criteria for the prevention of fires and emergencies, as well as the elimination of their consequences, to look for new, flexible personnel solutions, which allow to increase the work efficiency and neutralise emerging problems.
