Abstract

The purpose of this study was to analyze how inter-Korean maritime affairs & fisheries cooperation should be promoted in order to increase feasibility. The hypothesis is that the feasibility of cooperation with the analysis framework of justification(political interest) and practical benefit(economic benefit) can be increased with the theory of reciprocity pursuing benefits together from both sides, rather than from either side. The result is judged to be theoretical because the analysis framework of justification and practical benefit is valid in analyzing historical progress and can be compared with prior research. However, the need for a more extended theory was raised when that theory was applied to the issue of establishing a peace zone in the West Sea under the Panmunjom Declaration. In other words, there is a significant difference in the size of reciprocity, not just the existence of justification and practical benefit. Therefore, a model is presented in this study to analyze the possibility of cooperation in cases where the size of the justification and practical benefit was relatively different.
