Abstract
Reducing the level of poverty is one of the national aims of any state. The level of poverty is an indicator of a country's socio-economic development. In the article the factors that affect the level of poverty in Russia are identified, the documents that define the strategy for combating poverty are analysed. Besides the authors identify the reasons that prevent the effective solution of the problem of poverty in modern Russia.
