Abstract

The article analyses the general principles, mechanisms and instruments for the implementation of European policy on vocational education and training, as well as models and practices of such components of the policy as attractiveness of vocational education and training, models of financing of vocational education and training, economic development and social inclusion. Elements which were identified as so called good practices can be used in the process of modernization of national education legislation in the field of vocational education and training: modernization of vocational education and training should take place towards the creation of conditions for its attractiveness, quality and flexibility; directions of modernization should be promoting the attractiveness of vocational education and training, quality of professional education and training, financing for vocational education and training; attractiveness of vocational education and training is derived from the image of vocational education and training and equal respect (balance) from the academic education, the availability of flexible pathways that allow mobility between vocational and academic education, involvement of stakeholders in the management ofprofessional education and training to ensure compliance of qualifications to existing requirements of the labour market, productive employment; providing quality of vocational education and training should be implemented to use the principles of quality, raise the level of responsibility of stakeholders on the quality of vocational education and training, permanent inclusion of all partners in the process of development of quality of vocational education and training, using measurable indicators for continuous monitoring of progress in quality assurance.
