Abstract

Higher education plays an important role in society by creating new knowledge, passing it on to students and promoting innovation. The new paradigm of higher education, based on the Bologna views, necessitates the restructuring of the quality of higher education with the participation of all stakeholders (internal and external). In this article, the authors present an analysis of normative legal documents of the established form, adopted at a republican referendum or by an authorized body, establishing the norms of law, changing, supplementing, terminating or suspending their effect. These documents reflect the existing system of higher and postgraduate education in Kazakhstan in terms of ensuring its quality. In total, 11 documents in the field of quality assurance of higher and postgraduate education were analyzed. The analysis of these normative legal acts indicates the orientation of the Kazakh system of higher and postgraduate education to ensure the quality of services provided, to form a culture of quality in accordance with international standards. All the changes made to the documents reflect the consistency and consistency of the introduced innovations in the activities of organizations of higher and postgraduate education, aimed at increasing the requirements for the quality of higher education. At the same time, the direction of the changes indicates the implementation of the global principles of humanism and democracy. The analysis of documents in the field of quality assurance of higher and postgraduate education indicates that in connection with the entry into the Bologna process, Kazakhstan’s higher and postgraduate education strictly follows international agreements. In particular, in ensuring the quality of higher education, the authorized body and Kazakhstani universities are guided by Standards and Recommendations for Ensuring the Quality of Higher Education in the European Higher Education Area (ESG).
