Abstract
Article studying the peculiarities of the functioning and development of territories as the basis for the formation of social infrastructure in the field of education. The basic problems and the state of the territory development program are considered, indicators of socio-economic development are analyzed, the procedures for building a social infrastructure development program as part of the development of the national project Education, and the method of forecasting key indicators are used. The peculiarities of rural territories development with analysis of key parameters were investigated. The need for a program for the development of social infrastructure in terms of education in the process of identification, studying micro- and macro-factors of the development of the region is justified. The main trends in the development of rural areas for 2014-2018 have been identified. Approaches to the implementation of the stages of the development program and the prediction of changes in key indicators have been developed, the relationship of the most significant factors of their functioning has been investigated. As a result of the quantitative assessment of structural changes, periods were identified in which maximum structural changes in the development of rural areas occurred. It is proved that this approach is a tool that, taking into account the forecast, allows improving the process of socio-economic development, and, therefore, improving the efficiency of the Education sector, which will strengthen the financial condition and position of the enterprises of this industry in the market. Conclusions were drawn on the prospects for the development of territories in the conditions for the development and implementation of a development program.
