Abstract

Regional policy is always about balanced and sustainable development of regions, constructive competition between regions, and ultimately, the creation of poles of socio-economic growth. The military invasion of the Russian Federation into Ukraine undermines many achievements in regional development management. The focus of regional policy in Ukraine has been forced to shift from searching for innovative components to create points of socio-economic growth to policies aimed at rebuilding and restoring critical infrastructure and basic living conditions. The current realities faced by the regions necessitate a revision of the provisions of the State Strategy for Regional Development for 2021–2027 (hereinafter referred to as the State Strategy), regional strategies, and strategies for the development of territorial communities. Additionally, it is necessary to determine a new mechanism for the utilization of funds from the state regional development fund. The war has created a new and unique situation in the regional development of Ukraine, characterized by significant changes in the political, socio-economic, security, and environmental spheres of life in the occupied, de-occupied, and unaffected regions that have been influenced by the war in one way or another. This situation requires new approaches to regional policy to address existing problems and tasks. The modern trends in regional development management in Ukraine have been identified, the impact of decentralization reforms on regional development has been analyzed, and the transformation of institutional support for territorial development and the prospects of regulatory and legal support for regional development management have been studied.
