Abstract

The article discusses the prospects and trends in the development of information technologies and the digital economy in Russia. The purpose of the work. The purpose of this article is to study the general fundamental problem, prospects and trends that determine the development of information technologies and the digital economy in Russia in the context of global instability. Tasks. To show ways to increase competitiveness in the field of information technologies and the digital economy in a global sense, as well as to strengthen Russia’s national security. Methodology of the work. In the course of the study, the methods of evolutionary and institutional theory, econometric modeling and analytical evaluation were used. Results of the work. Based on the conducted research, it is shown that the main key risks of digital transformation are: risks of violation of legislation protecting personal and confidential information; organizational risks caused by failures in the internal information system, commercial risks resulting from errors in the establishment and data processing, market risks caused by changes in consumer behavior and the competitive situation, and the latter-the risks of political instability due to underemployment of the population. Conclusions. Conceptual approaches have been formed to develop a new paradigm for improving economic security in the development of information technologies and the digital economy in Russia. Scope of the results. The results of the study can be used by the authorities of Russia and other EAEU countries to eliminate existing problems in the development of information technologies and the digital economy.
