Abstract

The article is devoted to exploring an approach to define the concept «public administration in military sphere». The contemporary views by specialists as regarding to definition of the essence of public administration, in particular in military sphere, are analyzed. The current shortcomings and causes of their origin are marked, including those related to imperfection and diffuses of terminological base of the domestic legislation, and also a problem around that scientific category is formulated. On the basis of exposition and comparative analysis of the concepts «military sphere» and «sphere of defense», the conclusion on their equivalence from the point of view of the Ukrainian law is made. On the basis of that conclusion the authors propose a new definition of the military sphere (sphere of defense) as an area of activity of public authorities, defense forces, local self-government bodies, as well as enterprises, institutions, organizations, citizens and NGOs of Ukraine, which is related to the organization and carrying out measures on preparation of the state for defense and conducting defense of the state in case of military aggression against it. This approach makes it possible to propose for the first time the definition of concept «public administration in military sphere» as a systematic scientific category, based on provisions of the national legislation of Ukraine, as well as on cybernetic nature of the model of functioning of the system of public administration in military sphere, with its following basic elements: public administration body in military sphere, executive body, object of administration, and body of public monitoring (control) of the results of public administration (whether the actions or status of the object of administration). According to such an approach, public administration in military sphere is considered as a practical, organizing impact of the state exercised by the Verkhovna Rada of Ukraine and the President of Ukraine on the cumulative executive administration body that includes the entire vertical of executive bodies, defense forces, local self-government bodies, as well as enterprises, institutions, organizations, citizens and NGOs of Ukraine
