МЕХАНІЗМ СИСТЕМИ ДЕРЖАВНОГО УПРАВЛІННЯ ТА ЙОГО ІНФОРМАЦІЙНА СУТНІСТЬ (НА ПРИКЛАДІ ВОЄННОЇ СФЕРИ)

Abstract

Statement of the problem in general and its connection with important scientific and practical tasks. Experts on national security and public administration, considering the philosophical and methodological foundations, the state and trends of processes that determine the nature and structure of global and national security in the long run, as well as relevant practical aspects of the state, emphasize that a number of subsystems of national security today to some extent studied, but the experience of their comprehensive study is insufficient. It also emphasizes the relevance of a systematic study of mechanisms for making and implementing management decisions at the general and regional levels to identify threats, eliminate their consequences for national security, counter and prevent them as the implementation of mechanisms for appropriate management influences (Global and national security). The purpose of the article is to consider the nature of public administration mechanism (on the example of the military sphere), substantiation of its essence and its role and place in the modern system of public administration. Main material. The article deals with a new scientific approach to the definition of the essence of the mechanism of the public administration system (on the example of the military sphere) and its informational nature is substantiated. On the basis of the analysis of the current legislation of Ukraine the general scheme of the system of public administration in the military sphere is clarified, in particular concerning measures of defense of the state in case of armed aggression against it. Its consideration shows that this system is not departmental but of national character. It is a complex entity with many elements and a parallel-hierarchical structure of subordination. Such a system has two basic contours of public administration - the regulatory one (on the line of the Verkhovna Rada of Ukraine) and the procedural one (on the line of the President of Ukraine). At the same time, in this approach the practical, organizing influence of the state is executed by the Verkhovna Rada of Ukraine and the President of Ukraine on a cumulative executive body that includes the entire vertical of the executive power, defense forces, local self-government bodies, as well as enterprises, institutions, organizations, citizens and public associations of Ukraine. In such a structure, in the case of preparation of the state for defense, the object of public administration is the level of acquisition of the necessary capabilities of the defense forces. The object of public administration in the case of defense against the armed aggression or neutralization of the armed conflict, is the result of the operations (fighting) of the combined forces as a form of achievement of the state political goal. It has been shown that the mechanism of implementation of the cybernetic system of public administration in the military sphere should be a comprehensive information process. Such a process should permeate all the stages, from the management decision of the government body to the results of monitoring of the object (influence) and the creation of information for the corrective managerial influence.
