Abstract
The article discusses the organizational and informational mechanisms for establishing cooperation between various participants in complex scientific and technical programs and projects of the full innovation cycle in the energy sector. The directions of building a transparent and controlled system for the implementation of scientific, engineering, etc. are defined. iterations structured by subprojects or their blocks. The approaches to formalization of financial and economic relations in relation to the related sequence of orders-procurements-supplies with the corresponding mechanisms for the implementation of procurement procedures are proposed. Recommendations have been developed on signing stage acceptance documents with the formation of final packages of orders from the industry for one technology or group of works or equipment for specific scientific and technical organizations, engineering companies and machine-building and instrument-making enterprises.
