Abstract

Introduction: the standard of living of the population and the factors that determine its dynamics are among the most important development aspects in any country, since they set the pace and direction of socio- economic transformations, determine the competitiveness of the economy and social sphere. Human capital is of a key importance in resolving problems of quality of life, and all transformations related to the well- being of a person and society directly or indirectly affect the quality of its accumulation and implementation. One of the problems of modern Russian realities is the significant inequality of households consisting of socio-demographic groups with different, primarily, material opportunities, in access to development resources. In this regard, the spread of digital technologies and the increased availability of information resources could be a factor in reducing the resource inequality of households and increasing their resource  availability. Objectives: to determine the factors and conditions of resource availability of households in the conditions of digitalization of the economy. Methods: resource approach to the study of the role of digitalization in the resource availability of households; dialectical method of socio-economic processes cognition; system analysis.  Results: the main trends in the resource availability of households in the region are identified using the Sverdlovsk region as an example. Despite some positive trends in reducing household resource inequality, the latter remains at a high level, which indicates the lack of effectiveness of state policies in eliminating poverty in Russia. At the same time, digitalization processes not only fail to reduce, but stimulate the emergence of a new type of social inequality, which is increasingly defined as “digital inequality” or “digital divide”. At the same time, the strategic goals of the “Digital Economy” national project do not include reducing the digital inequality of the population. Conclusions: based on the results of the study, it was concluded that there is a need for a systematic approach to dealing with resource inequality of households, including those related to the introduction of digital technologies in all spheres of society.&nbsp
