Abstract

Formulation of the problem. The National Security Strategy of Ukraine states that a dynamic security environment requires the security and defense sector to respond in a timely and adequate manner to traditional and cross-border threats to national interests (National Security Strategy, 2015). The purpose of the scientific article is to clarify the mission and functional structure of the adaptive state security system. Main material. The article elaborates on the mission and functional structure of the adaptive system of ensuring state security. Methods of analysis and synthesis, as well as system-situational, structural-functional, and institutional approaches were used to address the research problem The author proposes defining as a mission of the adaptive system of ensuring state security transformation of state security policy into purposeful coordinated efforts by state authorities, local governments, and components of the security sector aimed at protecting state sovereignty, territorial integrity, and democratic constitutional order and other vital national interests against current and potential non-military threats. It has been established that the functional structure of the adaptive-type system of ensuring state security consists of the following subsystems: institutional; organizational and managerial; forecasting and design; functional; ideological; communicative; participatory, logistical, and control. The creative-type model for a system of ensuring state security has been defined as a promising one amid the dynamic security environment. Conclusions. Given the above, we can summarize and make such conclusions: The mission of the adaptive state security system is to determine the transformation of public security policy into purposeful coordinated activity of state authorities, local self-government bodies, components of the security sector aimed at protecting state sovereignty, territorial integrity and democratic constitutional order and other vital national interests. real and potential threats of a non-military nature. It is established that the implementation of the mission of adaptive type of state security system of Ukraine requires a number of tasks to: development (clarification) of concepts, strategies and other guiding documents to regulate issues of state security; creation, preparation and support in readiness for application in accordance with the regular appointment and coordination of the activities of forces and means of the security sector, as well as comprehensive support of their activities; prevention and counteraction to threats to state security, as well as elimination of the consequences of their implementation; interaction with international organizations to ensure state security; comprehensive monitoring, forecasting and assessment of threats to state security; monitoring the implementation of measures to ensure state security and assessing their effectiveness. It is established that the functional structure of state security system of Ukraine adaptive type consists of the following subsystems: institutional; organizational and managerial; forecasting and design; functional; ideological; communicative; participatory, logistical and control subsystem. These subsystems of state security system of Ukraine implement working functions: goal setting, goal setting, goal implementation, forecasting, basic, planning, coordination, development of scientific and methodological support, interaction with foreign partners, resource provision, public-private partnership, monitoring, ideological, state control, civil democratic control, organizational and managerial and program-theoretical functions. A promising model of state security system of Ukraine in a dynamic security environment is a model of state security system of Ukraine of creative type, which has both negative and positive feedback, and actively influences the internal and external security environment, formatting them in their own interests. Such a system is able to quickly change both the goals of its activities and its structure.
