Abstract
Purpose: The purpose of this study is to explore the factors necessary for general education teachers to effectively implement inclusive education. Method: This study utilized the Delphi method, collecting and analyzing opinions from 21 education experts over two rounds. Results: The factors necessary for general education teachers to successfully implement inclusive education were identified in three main areas: “awareness and attitude towards inclusive education,” “curriculum management,” and “inclusive classroom management,” along with their sub-elements. These factors contribute to recognizing the necessity and importance of inclusive education, systematically managing the curriculum, and creating an environment where diverse learners can participate in education without exclusion. Conclusion: This study aims to support general education teachers in effectively carrying out inclusive education by providing the necessary elements, thereby ensuring that all students enjoy equal educational opportunities. Furthermore, by implementing these elements, schools are expected to create an inclusive and supportive environment that meets the educational needs of all students.
