Abstract

The development of professional skills is one of the key elements of improving the effectiveness of organizations in the modern world. The issue of improving the competencies of employees should be of serious concern to managers. The main goals of this study are, firstly, to study the success achieved in initiatives to develop the skills of workers employed in the agricultural sector of our country, and, secondly, to develop the theoretical basis of important individual and organizational variables for the development of professional competencies. The management of enterprises and organizations needs to develop the skills of their employees in order to ensure effective adaptation to the rapid changes taking place in the country and the world. There is also a certain need for self-improvement among agricultural workers, as this sector is rapidly modernized and people working in this area often lack skills and skills. The key question is whether the initiatives taken by management to develop and improve skills contribute to the successful development of human resources in the light of the specific individual and organizational context. The article used materials from 26 waves (2017, N = 214) and 28 waves (2019, N = 271) of the Russian Monitoring of Economic Situation and Population Health of the HSE-HSE (RLMS-HSE). The sample is limited to respondents working in the agri-food complex. The economic, statistical and analytical materials of the Federal State Statistics Service of the Russian Federation were also applied. The article presents a comprehensive analysis of the literature on the problem of developing professional skills and competencies among agricultural workers in order to move to the development of a conceptual framework for the successful development of professional competencies of workers in agriculture at the micro, meso-, macro levels. The study identified the following individual variables that affect the effectiveness of professional competencies: actual human abilities, perceived abilities, attitudes, motivation and personal factors related to learning and skill development. Organizational variables that influence the effectiveness of skills development include: labor relations, organizational strategy, culture, leadership style, personnel policy. This study will serve as a starting point for further developments in the study of the processes of development and improvement of professional competencies and skills of agricultural workers.
