Abstract
Personnel management of organizations in the small business is inextricably linked with theoretical research in the modern management practice. After all, personnel management is the key process of effective and competent functioning of the small business organizations in the global economy. The relevance of this study emphasizes an inextricable link with the practices of the personnel management in the small business organizations, based on the theoretical approach to human resource management in the modern conditions. An aim of the project is to study the theoretical aspects of the personnel management within the framework of the holistic approach to the study of this area in the small business system. The methodology of research on the theoretical aspects of the personnel management is based on the norms, principles, methods, techniques and rules that exist in the modern management, developed in the process of evolution of an improving management processes. The theoretical basis of the research can be legislative acts of the Russian Federation, modern scientific and educational literature, primary documentation and sources. Research methods of theoretical aspects of the personnel management include analysis and synthesis, analytical and graphical methods, mathematical methods. The results of the study of the theoretical aspects of the personnel management in small businesses allowed us to identify the following essential provisions necessary for the development of the personnel management system as the whole: the need to build the concept and model, develop the strategy and policy for the personnel management, taking into account various factors affecting personnel management, setting certain goals and developing the mechanism for monitoring their implementation. Based on an analysis, recommendations are formed to improve the efficiency of the personnel management in the small businesses. The study of the theoretical aspects of the personnel management in the small business organizations helps to establish mutually beneficial cooperation between managers and staff, based on the modern requirements and realities in the global and domestic economies.
