Abstract

The implementation of a complex of socio-economic tasks and the achievement of the strategic goal of the functioning and development of the sphere of physical culture and sports as a whole, as well as its individual subsystems, is possible only with its proper staffing, the creation of sufficient and optimal conditions for the growth of its human resources potential. The article characterizes the “definition of staffing optimization”, presents a systematic analysis of its components. Materials and methods. When developing the theoretical aspects of the study, methods of analysis and synthesis, abstraction, and generalization were used. Processing and generalization of research results was carried out using the methods of systematization of mathematical statistics. Discussion. It is clear to the authors that the existing regulatory and legal framework, which addresses the issues of staffing the sphere of physical culture and sports, does not provide for a definition of the term “certification” and does not reveal the essence of this process, which, in turn, may lead to its ambiguous interpretation. At the present stage, the main tasks of optimizing the system of staffing in the sphere of physical culture and sports are: development and approval of standards for staffing the sphere of physical culture and sports (quantitative and qualitative characteristics); implementation of the concept of “Lifelong Learning” and the training of relevant specialists to ensure continuous professional development; certification of the readiness of specialists for the successful performance of functional duties; improvement of the system of material and moral incentives for employees. The authors have formed a vision of the structure of the employment market in the field of physical culture and sports. Results. The main key indicators of optimizing the staffing of the sphere of physical culture and sports are: updating the personnel accounting system in the sphere; availability of normative indicators of the number of specialists per 10 thousand people of the existing population; harmonization with the National Qualifications Framework of a holistic description of the qualification levels of the type of economic activity according to KVED DK 009:2010 93.1. Activities in the field of sports; approval of industry standards for the sphere of physical culture and sports; development of a certification system for professionals; the current system of monitoring the sectoral labor market. The labor market in the field of physical culture and sports is part of the country’s economic system. Given the above, it is important to study the labor market in the field of physical culture and sports from the standpoint of measures, directions, activities, tools of state regulation. At present, there is an urgent need to regulate the domestic legislation regulating the system of employment in the field of physical culture and sports, which should contain effective anti-crisis measures, indicate priorities in the system of employment in the field of physical culture and sports, as well as mechanisms for their implementation.
