Abstract
The relevance of the domestic criminal law policy is largely determined by global challenges, among which there are numerous criminal threats. The current international situation is fundamentally different from the similar situation of the times of “perestroika”, when the ideas of orthodox liberalism, including criminal law policy, reigned in the country. Practice shows that these ideas have largely exhausted themselves: the situation requires strengthening the state. Purpose. The purpose is to establish the main trends of the Russian criminal law policy in the conditions of the modern international situation and the rejection of the neoliberal development paradigm. Methodology. The methodology includes the use of comparative-historical, comparative-legal, sociological and statistical methods. Results. The rejection of neoliberal ideology naturally requires strengthening the role of state regulation in various areas of public and private life, but above all in the field of criminal law policy. This is due to two general factors - non-fulfillment of the decisions taken (sabotage) and irresponsibility of the performers. The antipode of irresponsibility is responsibility, and the relevant addressees are afraid only of criminal liability. It is criminal responsibility that can and should become a lever for the harmonization of public relations in modern conditions. This is an imperative to strengthen Russian statehood. The state power comes to understand this imperative, as evidenced by a number of articles in addition to the Criminal Code of the Russian Federation. However, the trend of adopting new criminal laws aimed at strengthening statehood is not supported by convincing practice of their application. Conclusion.
