Abstract

One of the tasks of the scientific and methodological support of the defense review is the development and use of methods and techniques for assessing the level of achievement of the strategic development goals of the Armed Forces based on the results of the defense reform. The analysis of these results ensures the adoption decision and the development of appropriate recommendations. The purpose of the article is to improve the methodology for assessing the level of achievement of the strategic development purposes of the Armed Forces based on the results of the defense reform. Using the decomposition method, the goal of the defense reform is divided, which is determined by the Strategic Defense Bulletin of Ukraine according to hierarchy levels. In this case, a graphic image of the interconnections and subordination of strategic goals, operational goals, and objectives for their visualization (systematization) is used. Private indicators, levels of achievement of operational and strategic goals, a generalized indicator were selected to evaluate the results of the defense reform inUkraine. Private indicators characterize the degree of accomplishment of the tasks, and general indicator - characterize the level of achievement of the goal of defense reform. Improved methodology can be used by members of the Interdepartmental Working Group on Defense Review. Authorized persons provide the leadership of the Ministry of Defense and the General Staff of the Armed Forces of Ukraine with operational and objective information on the implementation of the tasks of the defense reform and the level of achievement of operational and strategic goals. A proposed improved methodology using methods for measuring the performance criterion makes it possible to objectively evaluate the results of the Defense Reform and their risks with the required details of tasks at stages of its implementation for making correct decisions and developing appropriate recommendations.
