Abstract
This thesis deals with the institution of the Staff Councils of Civil Servants in Local Government. It attempts a critical approach with a view to identifying problems in their establishment, organization and operation, which need to be addressed, in order to strengthen their role in the exercise of administration in Local Government services. Initially a brief introduction is made to the concept of Staff Councils and their establishment history. Then, follows an analysis of the seven fundamental principles governing public administration and, by extension, the organization and operation of Staff Councils of Civil Servants. Law 3584/2007 and in particular the three types of Councils are examined, namely the Special Staff Council, the Staff Councils of Civil Servants and the Disciplinary Boards. Furthermore, an investigation takes place on the process of electing the two elected members involved in the establishment of the Staff Councils. Moreover, follows a thorough analysis of the responsibilities of the administrative bodies and in particular of the Disciplinary Boards, accompanied by the work dealing with questions relating to the term of office and the functioning of the Staff Councils. Emphasis is also placed on the control of the decisions and on the political control of the Councils. An effort is being made to highlight the role played by the elected members of the Staff Councils of Civil Servants. The study is completed by drawing conclusions and formulating proposals to improve the functioning of the Staff Councils. The methodology used to examine the issue includes an overview of the comprehensive legislation, ministerial decisions and decisions of the Council of State drawn from the internet. The search for bibliographical sources could not be carried out by physical presence in libraries, because of the general prohibition and restrictions on movement due to the prevailing pandemic of COVID-19. For this reason mainly books that were accessible electronically (for example, through the repository kallipos.gr) have been used.
