Abstract
The reviewed monograph by Dimitry A. Maryasis consists of three parts: A detailed description of the development of science and the innovation economy in Israel, an analysis of the innovation economy as a special model of economic development, and finally a study of the possibilities of using the experience of Israel in Russia. In the first part, based on the analysis of statistical data, official documents and academic publications, the author provides detailed analysis of the stages of the innovation economy formation in Israel, financing of academic research, state regulation of scientific research and innovation. The second part focuses on innovative activity as a new phenomenon in the global economy, carrying out the analysis of different concepts of innovation economy. The third part is an applied one. It examines the possibilities of applying the Israeli experience in Russia and cooperation between Russia and Israel in the field of innovation. The first and third parts proved to be the most successful for the research. The regional component, given in the first part, looks convincing and informative. Proposals for using the experience of Israel in Russia are justified and implementable in practice. The part where the model of innovation economy is analyzed as a new phenomenon is somewhat controversial. In Israeli conditions, the term ‘economy of invention’ is more appropriate than the term ‘innovation economy’, since discoveries and inventions made in Israel are exported and not implemented in the national economy. The analysis of the prospects of Israeli innovation economy, provided by the monograph, is very successful. The author objectively analyzes the strengths and weaknesses of the modern innovative economy of Israel and the state of the country’s higher education, showing different options for the development of the innovation economy in Israel.
