Abstract
This study conducted a comparative analysis of autonomous entities with excellent results and those without for the effective operation of the Early Budget Execution system. To do so, this study used logit regression and t-test with basic local governments from 2015 through 2018. According to the analysis results, it is necessary to effectively manage their own business, regularly carried over business, and disused business and to intensively manage the areas of culture and tourism, environmental protection, and health, and research and development costs and contributions.
