Abstract

The paper displays specifics of constitutional evolution of Belarus on various stages of its history. Starting with brief description of constitutional development of Belarus before it became one of the constituent republics of the USSR, the author comments on the Belorussian SSR’s constitutional development under the Soviet rule. Analysis of the 1994 Constitution of independent Belarus depicts the constitutional system with impressively strong presidential powers. The author closely tracks the history of constitutional amendments including those submitted to the popular referendum in February of 2022 and explains how these amendments contributed to accumulation of enormous powers in President Lukashenko’s hands.
