Abstract

The purpose of this study is to suggest the housing support center’s evaluation system. For the evaluation system, we first take a look at the social welfare center’s evaluation system and the final one has been developed by listening to housing professionals and employees of the housing support centers. It presents the key elements and indicators of evaluation, evaluation methods, evaluation process, and how to use the assessment results. To be specific, the evaluation system is divided into 34 factors based on its inputs, activities, outputs, and outcomes. Each factor is evaluated by using a 4-point scale, such as highly effective, effective, needs improvement, ineffective. After applying the evaluation system to the current Housing Support Centers, we found that the results varied among centers. For this reason, the evaluation team should play an important role in proposing how each center can improve their consulting skills to maintain consistency in service quality. Therefore, this paper lastly recommends five necessary factors to continue the application of the evaluation system: improving the evaluation system; creating an activity manual; developing user’s effective electronic systems; hiring more staff members; cooperating with relative organizations. All of these factors will help the housing support centers to perform better management in the future.
