Abstract

This research aims to apply the minimal achievement standards for elementary school English based on the 2015 revised national curriculum. The researchers conducted a comprehensive review of relevant literature, including foreign cases and domestic studies, on basic learning capability assessment. Based on the theoretical foundation, development direction, and development guidelines, we developed a draft of the example assessment questionnaires that focus on the minimal achievement standards of four language skills for sixth graders. We then refined the draft with consideration for the connection between the curriculum and the minimal achievement standards, the level of learners, and the feasibility of implementing it in the classrooms. The final draft was developed through an expert verification process. This study is expected to serve as a practical guide for developing basic learning capability assessment questionnaires based on the revised 2022 national curriculum.
