Abstract

The Biden government has taken a hard line on North Korea. President Trump and North Korean leader Kim Jong Un had two rounds of talks in Singapore, in April and September. I believe that the study of inter-Korean corrective administrations is very important because reunification may come at any moment. Since the gap between North and South Korea's correctional administrations is very large in terms of the treatment of detainees, collecting and analyzing data in diverse fields is necessary to establish a rational integration plan. Unification could be made possible by economic superiority or a power imbalance, as in the case of Germany, or by full political understanding and unification. In case of mistakes such as those seen in Yemen and Vietnam, many sacrifices will be made.
 In this study, North Korean reception facilities were the most necessary programs associated with correctional facilities after unification. The 'work program' and 'personality education program' showed a higher success rate than the other two groups. The 'personality education program' has a very important role in the correctional policy against unification. The Ministry of Justice should set up a department in the Legal Research & Training Institute to establish laws and regulations in preparation for unification and to improve the facilities that can address the problems and improvement plans of the camps in the unified system. In order to prepare for unification of North and South Korea, it is necessary to continue researching these and related topics.
